效率可以和業界相比的政府和世界頂尖的科技人才合作，著重在可以對大眾產生顯著影響的計畫。當私有企業的科技團隊和公共機關的政府結合，可以產生很大的力量對民眾有所貢獻。這樣的嘗試有很大的改變力量，不僅是人民可以享受更好的服務，或是政府變得更有效率，最大的影響是讓人民開始對政府抱持不同的看法。

市場和政府之間相輔相成
我們希望有穩定的市場機制，鼓勵有創意的人持續創新，活躍的市場推動創新的速度會很快；另一方面我們也希望政府可以確保基本的保障，像是道路交通、公共建設等基礎設施，良好的教育制度教育下一代孩子他們需要的知識，基礎科學研究的重視和投資，因為基礎研究會是企業邁向成功和新發現的基石。


領導的力量
我們之所以會這麼成功，是因為身為總統，我可以有效地促使大家把事情做好，即便政府以前從來沒做過類似的事情。我可以拿起電話，告訴對方，「我要完成這件事情，我不希望我們不去做的理由是因為以前從沒做過，而且我要組一個有創意的團隊來完成這件事情」我們想達成的目標之一，是要改變政府文化，改變機關的習慣，讓每個人開始從不同的角度去思考。

善用科技改變現況
科技帶給我們的機會是讓我們著手思考，科技如何幫助市民，給予他們更多參與市政的機會，讓人民感受到他們擁有政府，他們是國家的主人，這很重要。更詳細的問題包括: 科技怎麼促進民主經驗? 怎麼讓投票更容易? 怎麼集中人民的聲音來對政府產生正面的影響
